The NJ Department of Labor and Workforce Development (DOLWD) issues all licenses and permits, however the NJ Department of Health and Senior Services (DHSS) oversees the training. Monitoring firms who perform clearance monitoring on any building subject to the NJ Department of Community Affairs’ (DCA) Subchapter 8must be licensed as an Asbestos Safety Control Monitoring (ASCM) firm. Employees of the ASCM firms, called Asbestos Safety Technicians (ASTs), must also be licensed.
