The following types of sites, which may be school or non school facilities (buildings or outdoor locations), are eligible: Open – An open site is located in an eligible area (an area where fifty percent or more of the residing children are eligible for free or reduced-price school meals). Meals must be available to all children on a first-come, first-serve basis. (See Question 10 for open site eligibility information.) Restricted open – An open site with limited participation due to security, safety, or control concerns is considered restricted open. The sponsor must publicize that the site is open on a first-come, first-serve basis to all community children, but participation will be limited as stated above. A restricted open site may also be located outside a needy area if the children from the needy area, who are eligible based on school enrollment or census data, are bused to the site without cost to the children. Closed-enrolled – A closed-enrolled site may be located in any area
