State categorical funds for remedial education activities shall not be used to make the required contribution of local funds for those before school programs. All other types of funding are allowable with the proviso that facilities or space usage may fulfill not more than 25 percent of the required local contribution. Equipment or materials already present at the local education agency (LEA) do not count as a match. However, supplies and/or new equipment donated by the LEA for use in the after school program may be used as match. Another ASES grant may not be used as match. However, federal 21st Century Community Learning Centers funds as well as other federal funds devoted to the after school program may be used as match provided they do not supplant existing ASES services. If an existing program will enhance or contribute services to the new after school program, it may be used as a match.
