A. Activities that may destroy or adversely modify critical habitat include those that alter the primary constituent elements to the extent that the value of critical habitat for both the survival and the recovery of the bay checkerspot butterfly is appreciably diminished. The primary constituent elements for the bay checkerspot butterfly (see page 3) are found in areas within critical habitat that support or have the potential to support grasslands with stands of native plantain, or that provide dispersal corridors between such areas.
