Making such an assumption is the single-most dangerous enemy of a good, sound statistical approach to process improvement. To understand your process I recommend using the PFD tool (Process Flow Diagram). It is not a statistical tool. It is a visual tool. It is best utilized by everyone who touches the process whether physical, paperwork, or simply signature authority. The PFD when finished will yield astounding results highlighting areas of inefficiency due to things such as process delay time. The folks telling you to apply TOC are basically telling you the same thing without telling you how. After the PFD, use the Pareto tool in combination with the Ishikawa Diagram to determine the root cause of the inefficiencies. Then determine which root cause to attach that will give you the biggest return on your investment time, labor, dollar, etc.. Once you have done these
