What type of regulatory support is needed from government?
A regulation that imposes product stewardship requirements for the management of leftover post-consumer paint on all brand-owners selling in a particular jurisdiction. The regulation should be “performance” not “prescriptive” in nature. That is, it should allow brand-owners, not governments, to decide how best to satisfy the provisions of the regulation. Such a regulatory approach would ultimately aim to make all brand-owners participate in an industry-managed organization.
