What type of people might want to assume full parental responsibility for a child?
The discussion paper seems to have covered a range of these people. There may be people who do not wish to be foster carers but might be willing to take on one child in a more permanent arrangement. Prospective adoptive parents who might miss out due to low numbers of children available for adoption might also be another group.
