Cogeco does not throttle or manage the downstream traffic. In other words, applications such as P2P, Streaming video, Instant messaging, E-mail and Internet Browsers used by Cogeco customers to download content are not subject to Cogeco’s traffic management measures. Cogeco is slowing down the speed of P2P traffic solely on the upstream. This means that file-sharing P2P applications used by Cogeco customers to upload content or share files with other Internet users in Canada or abroad are subject to Cogeco’s Internet traffic management measures. While controlling the speed on the upstream, Cogeco’s Internet traffic management measures do not, however, involve blocking, controlling or altering the content of any telecommunications.
