The project plan should help Parties to find a justification for the project by shaping its objectives and ensuring that it is consistent with country priorities. It should also help to identify relevant stakeholders including the implementing agency and the executive agencies, and it should lead to the design of a realistic time frame, a strategy for monitoring and reporting progress and a plan for the cost of the activities to be implemented. All this information will be required to submit an eligible project proposal.
