Dead fish. Of any type except for the ones such as the Puffer Fish and the Blue Octopus that contain poisons in their liver or elsewhere. All you need remove are those needle-bones, if the fish are fresh. For pickled fish such as herrings & sardine the bones have been softened by the pickling, so just put the fish where the dog can get at them! One of mine once sneaked next door & stole a cod’s head that had been left out for the neighbourhood cats. She let it “cook” in the sunshine for a couple of days before actually eating it. Mine sit ostentatiously when I am spreading canned salmon on a sandwich – it’s their way of telling me “I WOULD like some of that, Dad!” They once lived on shark fillets for a couple of months – but the shark aroma spread to everything else in the freezer, so I’ve not sought to repeat that load! When I have a sick pooch I give it some of the diced or shredded fish canned for cats, until it recovers its appetite..
