What topics should not be stressed?
In a presentation to state agencies preparing Reading First proposals to the federal Department of Education, Alan Hofmeister identified topics and issues that had generated low evaluations by some federal grant reviewers. One must not assume that isuues, such as the use of portfolios for assessment, that are not listed or supported in the federal research summaries are appropriate.
