Probably you refer to a “marriage certificate”. Second: Embassies and Consulates certify translations, not documents. If the bride or groom is an Italian getting married abroad, she/he needs to have her/his marriage registered in Italy to make it valid there. That’s the purpose of bringing a translated and legalized marriage certificate to an Italian Embassy or Consulate. Third: You didn’t explain in which country your cousin’s marriage has taken place, so nobody can give you a definite answer.
