What time of day does the waxing moon rise?
The new moon is caused by the moon being in almost the same part of the sky as the sun, so there’s no reflection. As the moon pulls ahead of the sun, more and more of the moon reflects light from the sun. So the crescent moon (cusps to the east for waxing, west for waning) is usually noticed more towards dawn, and the waning moon after sunset.
