What terms are used in declaring war?
This is a loaded question. First, declaration of war is merely a formality but advocates of “international law” wll cite it as important. To confuse things further, a state of war can exist without a single bullet being shot. Realistically, the status of trade determines whether a state of war exists. Blocking trade is an act of war. North Korea and the US are in a state of war and have been for decades. While US actions in Afghanistan may be considered a war, it is really a policing action, not a conflict between governments where trade is interupted.
