The basic skills needed are familiarity with using a windows-type environment and familiarity with using a web browser. In order to file documents electronically, additional expertise is necessary. To file documents and automatically create docket entries, ability to convert documents to .PDF and .txt files, and training by the court regarding the use of ECF categories and events will be necessary. Ability to scan documents will also be needed for those documents that are only available in paper format, e.g., most exhibits.
