What targets do universities have to meet in order to charge higher fees?
Universities set their own targets but these targets have to be agreed by OFFA. Targets must be stretching and, for 2012-13 access agreements, must include statistical targets based on how representative an institution’s entrants are and, where appropriate, its retention performance. We also encourage universities to set themselves targets around their outreach work. We would normally expect universities to have a range of targets in order to measure their progress effectively. When considering whether targets are sufficiently ambitious, we will consider whether they represent a balanced view of the institution’s performance, and will want to ensure that they address those areas where indicators suggest that institution has furthest to go to improve access.
