What substances are not regulated as pesticides?
Although the definition of pesticides is broad, there are some things that is does not include. Drugs and medications to control diseases in humans and animals are not pesticides and are regulated by the Food and Drug Administration. Fertilizers and nutrients are not considered to be plant growth regulators, so they are not considered pesticides. Biological control agents, such as birds and ladybugs that eat pests, are not considered pesticides. Products containing low-risk ingredients, such as garlic or mint oil, are not considered pesticides.
