The government operations greenhouse gas (GHG) emissions inventory follows, to the extent possible, the standard methodology outlined in the Local Government Operations Protocol (LGOP). The Local Government Operations Protocol, developed by ICLEI, The Climate Registry, the California Climate Action Registry, and the California Air Resources Board, serves as the national standard for quantifying and reporting greenhouse emissions from local government operations. Because there is not a national standard for conducting a community GHG emissions inventory, Richmond’s community inventory followed the International Local Government Greenhouse Gas Emissions Analysis Protocol (IEAP) and sections of LGOP as appropriate.
