The most important service that a settlement provides is its location, allowing players to congregate and interact easily in a reasonably secure (one would hope) environment, protected by the laws and guards which the settlement provides. One significant service which settlements may also provide is the maintenance and repair of structures within their domain. Citizens should expect to pay for this privilege in most cases, since the settlement must provide its own materials to allow this to take place. On the other hand, donating the necessary goods to the town is likely to earn the goodwill of the rulers!
