What software tools exist for evaluating large federal proposals?
Not sure what you’re seeking in terms of feature or price range, but the only one I know off-hand is FedSelect from CACI. It’s mostly used by federal military and defense agencies to automate heavy-duty proposals in terms of “best value” source selection against proposal strengths and weaknessnes. Because it gathers rating and risk rationale elements in the process, using the evaluation criteria that are most important, it might be worth a look. An expandable version allows for multi-site collaboration as well. Link included below. Other vendors and contractors have built in-house systems for weighing proposals that may be licensed or shared under limited circumstances, depending upon the nature of the work (with the data purged of course). A quick phone call/email to a state/federal agency’s chief technology officer within the area of mutual interest might be worthwhile for such a purpose.
