Personally, as a mother of 4, and owner of a few snake varieties, I would recommend a Columbian Boa. They are more expensive than the Ball, Garter or Corn, but so doscile. I have owned 4 Ball Pythons and a Columbian Boa that my toddlers have handled on their own, but the Columbian seems the calmest when they handle her. I personally do not know much about the Garter or Corn, but have heard that they are good pets, and probably fine for a 13 year old provided the child is not afraid of snakes. I would recommend you watching your child handling a snake first, and let them handle a few varieties before you choose. I can say as the owner of a 9 foot Burmese Python, DO NOT get a Burmese as a first pet! They are beautiful pets and wonderful if you know what you are doing, but can be nasty! Just and FYI.
