I generally recommend going down 1-2 sizes when buying a speedo. In college I had a 33 inch waist, wore a size 32 suit for practice, size 30 for regular meets, and a 28 for championship meets. The best way is to go to the store and have try it on. It should be snug, but not uncomfortable.
