I agree, that you should measure. You can take a piece of rope and have a helper hold the horse. Put the rope in the center of the horses chest and while keeping contact, run around the horses shoulder, along the belly, around the hip and to the center of the tail. You then want to get one size up from that measurement. (Note: ordered two blankets from the same manufacturer, same kind. I upped the size on one horse and got the exact size on the other. The one I ordered big fit perfect. The one I ordered the same size was too big. Make sure you do your measurements a couple of times to be sure.) Each horse is an individual. Their build and how fat they are determine the size of the blanket they will need. The high withers isn’t really an issue except you will need to make sure you choose one that promotes movement in that area and is maybe a cutaway there.
