An application for a site compatibility certificate must include a site assessment report and meet setbacks unless the new unit is locating at an existing regulated site. The PSC may deny an application or require reasonable mitigation of impacts disclosed in the site assessment report including planting trees, changing outside lighting, erecting noise barriers, and suppressing fugitive dust, but the commission cannot order relocation of the facility.
