Experience should definitely be a large part of your criteria, but make sure it is relevant experience.  It may seem obvious, but let us get this out of the way: experience from ad campaigns using legacy media does not necessarily carry over to a social media campaign.  The two types of campaigns are significantly different, and require different skills and awareness.  It should go without saying, but your candidate would ideally have some programming background and be knowledgeable about the type of medium you plan to use.  Without knowing more of the specifics you need I can’t give any more reliable advice, but this should be a good start.  If you’re looking for something more in depth, I recommend visiting http://www.haygroup.com/leadershipandtalentondemand/ and browsing their resources.
