The date of issuance should be no later than the date at which the pre-bid letter of credit is submitted to the Procurement Administrator. The pre-bid letter of credit is due no later than the Part 2 Date (April 28, 2009 for the Standard Products RFP; May 7, 2009 for the Renewables RFP). The Bid Date for the Standard Products RFP is April 29, 2009 and the Bid Date for the Renewables RFP is May 11, 2009. As such, the expiration date for the Pre-Bid Letter of Credit should be no earlier than May 11, 2009 for the Standard Products RFP and May 21, 2009 for the Renewables RFP.
