What Shall Voters Use To Mark Their Ballots?
COMELEC / SMARTMATIC-TIM would be providing special ballot markers to each precinct, which will be used for the voting process. The Automated Counting Machine can accommodate pencil marks, but for reasons of securing the process (as pencil marks can be erased and replaced), black markers will be used. NOTE: Pencil marks are editable, and therefore not recommended. In an extreme case where marks are maliciously edited after the ballots have been casted, counted and transmitted, and an audit takes place, this could lead to a lot of suspicion and confusion in the process.
