If the roof is leaking, next time it rains and the water comes in take pictures, so you have proof, then they will have to do something about it. I would have thought there would have been quite a bit of water damage, if the leak had been going on that long. Flat roofs do not last for ever and if it was there when you moved in, then I would think it’s nearly time for a new roof anyway.
