The Government used a Request for Proposal process to determine who would have the right to develop the initial port facilities at Oakajee. This process was run by the Department of Transports predecessor, the Department for Planning and Infrastructure (DPI). Technical specifications and criteria were developed by the Department and specialist technical expertise in the areas of engineering, legal, commercial, social and environmental were brought on board to assess proposals. Yilgarn Infrastructure (nominated by Midwest Corporation) and Oakajee Port and Rail Pty Ltd (OPR) (nominated by Murchison Metals Ltd) competed for the rights to build the initial port infrastructure at Oakajee. A Steering Committee lead by DPI provided a recommendation to government on which proposal was considered to be the best. Government announced on 29 July 2008, that OPR had been selected as the preferred respondent.
