Public or nonprofit private schools that provide elementary or secondary education and that have endowments under $50 million. The 50 % CTF discount applies after applying the FCC’s actual E-rate. However, if a school does not have an actual E-rate, the statewide average E-rate discount will first apply prior to applying the CTF discount. Please note that the “statewide average E-rate discount” is used solely for the purpose of calculating the CTF discount. The customer is still responsible for paying the statewide average E-rate discount amount to its service provider.
