Really depends where you’re fishing. The grouper I’ve caught (20-30 pounds, off Baja California) bit 10-12 inch live mackerel. I’ve seen some larger ones (up to 90 pounds) taken using small live skipjack or yellowfin tuna (4-5 pounders). So my suggestion would be small fish, live if possible.
