What restrictions are there under Small Telephone Company Regulation?
Small telecommunications utilities have the option of increasing local rates up to 30% within one year, and no more than 100% in four years. Customers may petition the Public Service Commission (PSC) to review an increase proposed. These increases are subject to review by the PSC only if customers submit a valid petition. If an increase is within these limits and a valid petition is not received, the increase goes into effect. Companies whose rates are below the statewide average have greater price and earning flexibility. The statutes governing small telecommunications utilities are contained in Wis. Stat. § 196.213 and 196.215, and can be found on the Wisconsin Legislature’s site.
