What restaurants hire inexperienced waiter or hosts?

I am 17, and looking for a job in a restaurant. I want to be somewhere where on earth I can progress to be a waiter when I’m working in college or sooner, so I’m wondering if anyone knows of any restaurants that tend to hire servers next to no experience or that might hire hosts that would progress to servers. I don’t really want to bus. Also some restaurants only tend to hire women for these positions. Thanks.
