The con should invite the winner to attend as a guest of the convention if possible(all travel lodging and meals should be comped for this guest as well). This becomes the final GoH for the con. If the winner can attend, then the con can advertise the winner in PR3; if not, then the winner is announced at Opening Ceremonies at-con on Thursday.
