Information provided to the US Census Bureau through the Annual Survey of Manufacture’s is a good resource for answering this question (see FAQ#202). A facility may provide the response from their previous survey if the number accurately reflect current facility operations. Otherwise, the facility should calculate the amount using instructions from the 2006 survey which is available at http://www.dhs/xlibrary/assets/chemsec_csattopscreenusersmanual.pdf.
