What research method/ologies would u use to investigate how effective primary school eduaction is?

I would start by looking at students’ abilities when they reach secondary school, and could also look at abilities of different age groups, still in primary of late teens/adults, to see whether it is becoming more or less effective (if you can isolate what they should have learned in primary education. I would start by trawling through the many studies and summaries that already exist, government figures etc, and form my own ideas about exactly what it is I want to get at and the criteria to use. Once that was clear, I could use the information I have and know how to get more if necessary.
