I’m going to assume you only want to make beats so in that case Reason 3.0 is the most powerful MIDI sequencer (beat making software) on the market I don’t care what they tell you in the store. You’ve probably heard of Logic. The MIDI on Logic is powerful as well but Logic also records vocal. If you want to make beats and record vocals down the road, go ahead and invest in Logic (you’ll have to buy a Mac). With respect to a Keyboard: If you go with Reason you only need a MIDI controller Keyboard (meaning the keyboard will not make sounds on its own). The keyboard will access the sounds in Reason and Reason has thousands!!
