Montel Brian Williams left active duty as a Lt and not a Lt. Commander. He was never an officer in the Corps however obtained the rank of Cpl. prior to being selected to the Navel Prep School The Navy still does have an Officer Selection Process for sailors that excel in Academics and are working for a degree.
