I would consider evergreen plants to be the hardiest after cactus and desert plants. Desert plants are able to not only endure severe drought but also extreme temperatures. In the desert nighttime temperatures can reach well below freezing while during the day scorching heat is the norm. Secondly, small evergreen shrubs like juniper are known to exist in the harshest environments like tropical swamps as well as the arctic northern tundra. And these types of plants will not be affected by the changing of the seasons as will typical flowering garden varieties.
