In Canada for example, indoor, outdoor rock, etc. instructors MUST have Association of Canadian Mountain Guides (ACMG) certification in order to instruct climbing. If not, a person is allowed to instruct if they are trained by an ACMG instructor and under supervision of an ACMG guide/instructor. The non-certified instructors act as apprentices, building up enough hours and skill to take the tests to become certified. The ACMG is part of an international organization who sets instruction/guiding standards for climbing, mountaineering, hiking/backpacking, etc. There is also an American division who does the same as in Canada. From experience, ACMG courses are very tough and expensive. In the end you are certified and credible.
