After an adoption, the court records are sealed and not open to inspection by any person, including the adoptive parents, except upon court order. An adoptive parent of an adopted minor is entitled to access to the physical and mental health records of the child, as long as the information does not include any identifying information. The adopted person and the biological parents may apply for access to certain birth and adoption records, provided that the adopted person is at least 21 years old.
