What program models exist to serve English Language Learners?
English learners may be served by language instruction educational programs (LIEPs) which either focus on developing literacy in English and in another language, or they may be served by programs which focus on English alone. For more detail on types of LIEPs, NCELA has excerpted Figure 2: Definitions of Language Instruction Educational Programs from the 2004-06 Biennial Report to Congress on the Title III State Formula Grant Program.
