What process was used to place schools in laptop rollout groups?

With the following exceptions, schools were randomly placed in rollout groups. For piloting purposes, we determined that all of our Group 1 schools should be elementary schools. Due to limited staffing for supporting a Windows-based laptop rollout, we needed to make sure that our PC schools remained in separate groups. For logistical purposes, once an Eielson-area school was “drawn from the hat”, all remaining Eielson schools were placed in that group. Schools that currently have laptops for all or most instructional staff were automatically placed in a later group.
