The Commission held a series of initial meetings where a public official or recognized expert was invited to discuss various zoning approaches. Next, the Commission assessed the resources and character of Franklin Township. Then the Commission chose the approach it felt would most likely be accepted by Township citizens, and developed a rough outline (called “the Plan”) of how it would work. The Plan was presented in a series of four public meetings among both the Amish and English communities, and was generally well received. So the Growth Management Resolution was prepared and a near-final draft was presented to a focus group of Township citizens for input as to clarity and adherence to the Plan. Finally, the documents were finalized into those presented here.
