What procedures should a charter school use for the procurement of goods and information services using electronic, on-line bidding?

The State Board of Education is required to adopt School District Procurement Rules for electronic, on-line bidding. Until those rules are adopted, statute allows charter schools to follow the States Procurement Statutes in A.R.S. Title 41, Chapter 23, Article 13 and the rules adopted by the Department of Administration (DOA) in implementing that article. However, DOA has not adopted rules for electronic, on-line bidding.
