They honestly don’t have any. The Constitution lays out what powers the federal government have (which DOESN’T include health care), and the 10th Amendment states that all powers not delegated to the federal government are reserved to the states. So, with that logic, if anybody got to deal with health care, it would be the states. Didn’t really work out that way though.
