The Department’s Policy Document on Water Quality Trading may be viewed at: http://www.deq.state.or.us/wq/wqpolicy/WQIMDTrading.pdf. This policy document is based in part on the 2003 Water Quality Trading Policy developed by the EPA, and is informed by DEQ’s experiences with trading to date. The goal in developing this policy is to provide a consistent framework within which trading opportunities can be pursued and implemented, and to identify key features of acceptable trades in order to promote trading.
