You did not specify sun or shade, so that’s something else to consider. Building a raised bed, say 6 inches above the clay, or digging down 6 inches and bringin in 6 inches of topsoil will allow most shrubs to be grown. Clay retains moisture, which is great for roots, but not good around the base/trunk of the shrub.
