I’m not familiar with the semantics of “environment” in this particular case. I always thought an environment was the set conditions at any given place, so, by my interpretation, every place that exists already has one. But I will assume I am wrong in my understanding of that word, and you want to know how to make the lunar environment similar to the Earth’s environment. This would be a large scale (essentially impossible) project. The Moon, to be more Earth-like, would require an atmosphere. It would probably need to be much more massive to be able to hold onto a significant one. The moon would need an active magnetic field. The Moon would need more diversity in its landscape, particularly certain elements and molecules that just aren’t in abundance there. It’s slow rotation would limit the coriolis effect (assuming you were able to manipulate all of the above factors, and give it weather). There are many other things, that’s all I’m going to list, as I am only answering the question
