Most versions of Photoshop are capable of giving you the drawing tools that you need. If you are buying then the latest ones may be all that are available. Cs4 is very expensive while Elements 6 and 7 are reasonably priced. I used Elements 2 that came with my first scanner and Elements 6 which I purchased to enable the use of my latest camera.I have used Photoshop Cs2 and Cs4 and find them complex for drawing and they do take a long time to learn. Check out Photoshop Creative magazine for lots of good ideas.
